随着全球海洋经济的快速发展,海洋工程逐步成为推动海洋资源开发、利用和保护的核心领域。海洋工程的发展具有跨领域、学科交叉特点,海洋工程领域的国际合作面临规范标准体系不统一、技术壁垒突出等问题。本文从海洋工程领域国际标准化组织的工作现状入手,梳理了不同行业主管部门船舶与海洋工程规范标准制修订分工,系统分析了船舶与海洋结构物、海上油气设施等海洋工程规范标准、入级建造规范的制修订情况与技术侧重点,探讨了国际合作的必要性与挑战,并提出完善海洋工程规范标准体系、深化国际合作的路径建议。
With the rapid development of the global ocean economy, marine engineering has gradually become a core area for promoting the development, utilization, and protection of marine resources. However, the development of marine engineering has cross disciplinary and interdisciplinary characteristics, and international cooperation in the field of marine engineering faces issues such as inconsistent regulatory standards and prominent technical barriers. This article starts with the current work status of the international organization for standardization in the field of marine engineering, and summarizes the division of labor for the revision of ship and marine engineering specifications and standards by different industry regulatory departments. It systematically analyzes the revision and technical focus of marine engineering specifications and standards for ships, marine structures, offshore oil and gas facilities, and classification construction specifications. It explores the necessity and challenges of international cooperation, and proposes suggestions for improving the standard system of marine engineering regulations and deepening international cooperation.
